According to the Sunset Western Garden Book, the main disease problem for
peonies is botrytis, a fungus that can be a problem in humid areas.  It causes
buds to turn brown and leaves to spot.  The book recommends spraying with
copper fungicide or benomyl, and removing all affected parts of the plant.
