I wouldn't make any specific equipment recomendations except do invest the extra bucks in heat treated rims (like Mavic GP's). Everyone, including me, that uses them has noticed that they do stay in true much better than the standard alloy rims. This seems to be the case for both clinchers and sew-up rims. As to where to get wheels-- I would always buy wheels at a local top-quality bike shop. Scout around for the shop(s) with the best wheel building reputation and guarantee. For example, my wife just bought a new pair of wheels from our local shop. They custom built them on her existing hubs and will re-true them for free if they *ever* go out of round. This type of service is not uncommon and is worth the extra cost of buying from a local shop.
