Highlands National Park, Nova Scotia. According to my rough estimates
we had to climb 450m over 3km, or a grade of 15%. We met a fellow from
Texas who'd biked extensively in the Rockies - he said it was the
steepest hill he'd ever encountered.
Rumour has it that the south side of Cape Smokey (same park))
is even worse. I wouldn't know - I went down it. Wheeeeeee!

The L.A. Wheelmen used to include a hill challenge in some of their rides. The grade was so severe that very few made it up the hill. There were some very amusing contraptions, the most common being a small front wheel so that the riding position was closer to normal. I think it was somewhere in Venice, California.
