[net.bicycle] advice needed

	I was recently given a Raliegh touring bicycle, minus chain, free-
wheel, and brakes.  Being new to touring I'd like some advice on what brands,
gear ratios to get.  Unfortunately, I'm also rather short on money, so I'm
looking at the $60 and under range.  Any advice would be greatly appreciated.
