Sounds like the pain on the outside of your leg is a muscle
stain caused by the longer distance ride after the winter
of short (and probably much easier) commuting rides.

If your wearing cleats, in addition to the toe straps,
they might bear looking at. New pedals would do nothing.
If your riding two different bikes, there might be a         
difference in crank spindle (bottom bracket) size.
My commuter bike has a forged one-piece crank which
is much wider than the three-piece units on my other      
bikes.  Tfhe unrestrained foot and the greater
width of the crank arms do cause the lower leg 
muscles to work differently.

If the knee area is ok, I'd say your in no danger.
