When one is travelling with a bike in a foreign country, and one has paniers with goodies in them as well as other stuff, and wish to leave the bike for awhile - how is it possible to secure this material and prevent its theft?

The approved method is to carry the panniers with you, unless your panniers are heavy metal boxes with lockable lids. If you're really weighted down, you don't have any choice but to keep your bike in view.

I recently spent a couple weeks bicycling with my wife in France, mostly in the Loire Valley. We worried about our paniers, but we never locked them. All we did was lock the bikes and hope that nobody would want a panier full of dirty laundry. We did carry a handlebar bag with us all the time, since it contained our camera and traveller's checks.
