[net.bicycle] Restricting distribution of For Sal

I posted a similar note, and my friend who posted a response got
"flamed" for it also. Apparently this person enjoys abusing others,
and I am willing to bet this is not the only subject that irks him.
If I had received such a note I would have let net.bicyles know
who the culprit is. Then we could have publicly flamed him !
