I recall Cambion makes Solid State Heat Exchangers. They come in various sizes. The one we looked at was 4x6x3/8". It worked fairly well. I don't have any numbers, but it looked like a good alternative for hermetic designs. It would probably be great for temperature stable references. The heat transfer was bidirectional and dependent on current flow direction.
