And there you have it. All 683 80-90 frequencies, arranged
in the order which the FCC will accept applications. (For example,
they will open the first window in October and accept applications
during that window for the first two FREQ on the list. The succeeding
windows will depend on the number of stations in the lottery
number. Some of them have only one or two)
Now the bad news: Some of these (and most of them in NC) are
located in places where it is absolutely impossible to erect a
tower. One of the NC ones is in an 8 foot swamp, the other, on
a mountain with 60 degree slope. These will never get assigned,
and the FCC will not let you use a directional antenna or other
means to short space these 80-90 channels.
Bad news number 2: If you live inside the following area:
North of a line going from the easternmost point of the NC-VA
border, running to some place on the WV border, thence along
that border west to the Ohio border, the Indiana border, the
Illinois border (?) and straight up
you aren't affected by this. If, like most of us, you live
in the civilized world outside the Rust Bowl -:), you have another
problem: Several of these channels may go away due to declassifcation,
and many more may be made available. Class 'C' FM's (the 100 kw
and 2000 feet kind) have until sometime next July to raise their
power to 100 kw and their antennas to 984 feet AAT, or they face
declassification to a lower class FOREVER!!! This means that about
half of the 80-90 channels could be affected by this 10 mile buffer
zone thingie... you have to consider all the class 'C's who didn't
meet the class C spec to be able to move their transmitter site
ten miles closer to the 80-90 channels in every direction (!)
On the other hand, if those idiots don't raise tower and/or power,
and they get locked into class C1 or C2 (see below) there may
be even more opportunities than the 683 listed here. No one is
going to be stupid enough to not do this, however
Bad News item number 3: About 679 of these assignments are
for class A: 3 kilowatts, 100 meters AAT. The only B1 I know
about is Newburgh, Indiana (which could stand some radio stations).
There are others, no doubt.
Bad News item number 4: Daytimers get first preference on
these channels (but now the good news: they have to cough up their
AM channel forever !) However, it is not clear if the city of
license in the 80-90 has to be exactly the same as the one
with the daytimer. For example, I don't know if WANT Richmond could
apply for the 80-90 in Petersburg.
Bad News item number 5: Local residency, diversification
(meaning that the FCC hates media monopolies, so that AM fulltimers
can't get an 80-90) of media control, integration of ownership
and management, minority credits (including women) are all keywords.
When it gets nitpicky, they even look to see who is going to
install auxiliary power (generator). Honest (!)
Bad News item number 6: If, when all is said and done, there
are 80-90 channels left, the first person who can spell their name
three times in a row correctly gets the channel that applies for
it. Period. Open season after the window closes and the channel
goes unclaimed.

So there you have it. Now one more thing: Here are the minimum
spacings, so you can determine if YOUR 80-90 is in a swamp, cesspool,
or bordello:
Minimums:
Class A stations must exceed 100 watts - max 3 kw and 100 meters
Class B1 stations must " " 3 kw - 100 meters max (and 25 kw max)
Class B 25 kw - 150 meters (and 50 kw max)
Class C2 3 kw - 150 meters max (and 50 kw max)
Class C1 50 kw - 300 meters max (and 100 kw max)
Class C must equal 100 kw - exceed 300 meters up to 600 meters
