The growth of technology inevitably leads to the complete takeover of civilization by insurance companies (which we will refer to as Liablocracy, or rule by those who control liability). This is happening here *and has already happened throughout the galaxy*. The aliens among us are part of a heroic resistance movement, vainly attempting to stem this process on one of last free planets IN THE ENTIRE UNIVERSE. They usually appear to be older people and wear a hat with a feather in it (the other components of the uniform vary with planet and insurance company (Marlin Perkin is typical of Mutual of Omaha)).
