[can.politics] PST is on the buyer, not the seller

Those confused about sales tax should remember that the tax is paid by
the purchaser, NOT the seller.  The seller is required to collect the
tax from you and pass it on to the government, but they are not the
ones paying it. (directly, anyway.  They do pay for it in lost sales due
to higher prices)

Thus the tax applies to you when you buy out of province.  The province
could impose the tax on the seller, but even they are not so stupid as
to want to restrict exports which bring money into the provincial economy.

Brad makes a good point. I remember being in a store in New York
a few years ago (the type of store, and the type of customers being
such that the owner might often be asked not to charge the sales tax),
and seeing a sign:
	
	We don't CHARGE tax...
	We just collect it.
