This seemed to be the most appropriate network to ask this question on: Since the introduction of the Young Offenders Act, has there been an increase in the amount of young offenders? The reason I ask is that within the past couple of weeks, I have heard of a number of sex attacks, at least one vicious rape, extremely hazardous driving (in which shots were fired), and an escape from a detention centre of someone accused of robbery (using a sawed-off shotgun) -- every single case involving a young offender, here in Toronto. It strikes me that this is a higher incidence of young offenders than from days before The Act. What is the general impression out there? By the way, the escapee from the detention centre (who was accused of using a sawed-off shotgun in a robbery) was considered armed and probably dangerous after his escape, but the police could not ask the public for help in recapturing him(?) because of the YO Act. When they did recapture him, he was let out on bail. Says his mother, "I hope they don't change the Y.O. Act. It has really helped my son."
