A rumor has leaked out of the high mandarinate that Supply and Services is hoping for political permission to drop their current requirements to allow arbitrary Canadian firms to bid on government contracts. Instead, they propose to sharply restrict the number of firms they deal with to a few suppliers each per industry. Since the industry in the rumor happens to be computers, this means that manufacturers like Compac (mentioned by name) will have to have a significant investment in offices across Canada, be of a certain minimum size, (as big as IBM?) and be able to meet certain SS-specific requirements. If the rumors are true, the canadian content and support of small business regulations are being liberalized, so that larger, more competitive firms can move in even if they are not Canadian-owned. I'm going to leave it at that for this message...
