     I don't know if this is the one you want, but it sounds a little
like a book by Susan Gray called something like "Under Sea, Under Stone".
It's the first of a series of five books, the third of which - "The Grey
King" -  won the Newberry for some year in the late 70s - early 80s.
The books are based on Welsh myths and the legend of King Arthur.
The second one (the first one I read) is particularly interesting, but
I can't recall the title.  The main character is a boy named Will who
comes from a family of eleven children.
