As stated, there is not necessarily any contradiction. The statement "the square root of 1 percent of the population does x" could be either sqrt(.01) does x or (sqrt(1))/100 does x depending on how you parenthesize the statement. While I think % should bind more tightly than square root, it is only polite to be charitable and pick the interpretation that is consistent. Saul Verre
