Okay, this is a question, not a flame...isn't Kali supposed to wield
a scepter topped with a skull?  I believe I've even seen some renderings
with her wearing a belt of skulls as well.  Its possible that I could be 
confusing her with a similar Balinese god/dess, however, so keep your 
user-flambe to yourself, if you please.  

On the subject of the original Senate bill passage: I am still astounded
that such a bill could have even gotten serious consideration by *any*
Senators.  I am a member of a rather conservative religious group, and I 
find it repulsive that such a bill could be brought up under the guise of 
Christian 'love and decency'.  I would like to think that the days of 
warped realities ala J. Macarthy are gone forever.  Perhaps this is not 
so, after all.

Indeed some pictures of Kali do show Her with skulls. However they
represent the skulls of evil spirits destroyed by Her.

I do find the politicians getting involved with terms like Satanism
disturbing though.
