Yours is the second message I've seen jumping to this conclusion. There are a number of other companies that market (legitimate) lookalikes of Microsoft's Softcard. What software comes with them likely varies a lot. This person may well have purchased a card that included CP/M, but not a file conversion program. The old Microsoft CP/M cards did not have the apple dos to cp/m conversion programs, and several public domain versions exist, so it is improper to impugn the motives of those requesting such versions.
