There is a serious problem with distinguishing between men and women,
for insurance purposes, just because there is a statistical distinction.
Where does one draw the line among statistically discrete groups?  For
example:

Blacks have lower life expectancies than whites; adjust their insurance
rates.

People who live in conditions of poverty have different expectancies also.
Let's adjust their rates too.  Let's also discriminate between women who
have given birth and those who haven't, and men who have participated in
higschool competetive team sports, etc. etc...

Making many distinctions such as these could conceivably save the insurance
companies some money.  But they are all socially divisive, and do not apply
to any individual's case specifically.

In general we do not allow insurance companies to draw these distinctions;
why allow it between women and men?
