According to an article in the NYTimes 12/27/84 on rape avoidance:
avoiding eye contact makes one (appear harmless) and therefore 
more prone to attack.

What does work? - different things for different attackers.
After interviewing victims who successfully avoiding rape,
and victims who did not, it was found that the successful person
was more likely to have used a variety of means (all on the same attacker):
yelling, running, kicking and running, reasoning with the atacker.
(I know that you can't combine all of these at once.)
An improtant point seemed to be to start resisting in the place where
the attack begins, as this will be the most public place; once
forced to an isolated area, chances of help are severely reduced.
