If the woman is not living with her child's father and the father does not pay support for the child, the mother can get help from the 'welfare' offices.All she has to do, is relinquish her right to the future support that the father LATER pays,(If he pays) in the amount of the arrearages. This is, of course, assuming that the child is under 3. If they are older, you have to get a job. Now, if for SOME reason, the father has chosen NOT to pay support for the child, it is the MOTHER'S responability to take actions to go to court (taking time off work to do so) and then the father is told that he HAS to pay support, or they take it out of his pay check(if he has one). The next time that you go to court, they tell him that they will be taking it out of his check, so he quits his job and leaves town. Or, he starts to make the payments and realizes that THE WELFARE is getting the money, and stops paying. I can see how it might be hard for some of you nice folks out there in net.land to realize that there ARE a few SHITHEADS out there in this world, who make no effort to support their children. However, it is a reality, which some of us live with. So, the bottom line is.... It is a MOTHER'S responsability to do what she can, to best care for herself and her children.
