I was taught that the correct thing to wrap used napkins/tampons in was an opaque brown paper bag, not toilet paper. Some brands of napkins used to come with their own little paper bags for the purpose. Speaking of napkins, I've noticed that nowadays only beltless pads seem to be available plus Super or Hospital sized napkins. I find the beltless pads quite convenient during the day when I'm wearing underpants, but rather inconvenient at night. I don't like tampons--and I prefer to sleep at night without underpants. Another miracle of modern marketing, along with New Coke. --Lee Gold
