[net.women] Provocation ... and sunbathing

As I was doing some beachcombing last week on a deserted stretch of beach
I came upon a sunbather wearing only a hat.  Not knowing the appropriate
etiquette I kept on walking (and looking!).  Is this "provocation" or what?
How far could I go I wondered, am I expected to strip before saying "good
morning - nice day" ?   Can I be arrested if I exposed myself?   Does this
mean she is "available?"

What does Miss Manners of 1985  have to say about this?

I don't know why this seems so obvious to me and not to you...

It means her eyes are sensitive to sunlight
	that's why she's wearing a hat
and she does want a tan
	that's why she's laying about in the sun
and she doesn't want tan lines from wearing a swim suit
	that's why she's wearing no swimsuit
and she likes the beach
	that's why she's there.

I don't see how you could possibly interpret anything MORE without
talking to her, unless you connect psychically...

I would take this to mean that she likes to sunbathe in the nude.  That's it.
Lots of people enjoy doing this.  It is in no way a provocation or an
invitation, especially considering that the beach was deserted (except for
you two).  If I were in this situation I would walk by and try to keep my eyes
from falling out of my head; if she wanted company she wouldn't be lying on
a deserted beach.

Depending on your background (religious, family, etc) you personally might
have any number of reactions to such a situation.
Strictly speaking if one considers that there is no inherent reason
for clothing other than protection from the elements and personal
comfort then simply treating the situation as normal would seem
to be the best track to follow.
If being dresed while in conversation (congress?) with a nude person
bothers you perhaps you should investigate the reasons for the
discomforture.
