Recently someone asked why PHRAN was not based on a grammar. It just so happens .... I have written a parser which uses many of the ideas of PHRAN but which organizes the phrasal patterns into several interlocking grammars, some 'semantic' and some syntactic. The program is called VOX (Vocabulary Extension System) and attempts a 'complete' analysis of English text. I am submitting a paper about the concepts underlying the system to COLING, the conference on Computational Linguistics. Whether or not it is accepted, I will make a UCI Technical Report out of it.
