About where Mosher could/should have published his report:
   He could have published in a scholarly journal, which would be the normal
place for a scholar to report his results.  As for the objection that the
public would never read an "obscure" journal, Mosher could probably have
sent a copy of the paper the the U.S. press (AP, UPI, etc.) without creating
the furor.  Instead, he published in Taiwan, a choice that seemingly was made
in order to create the maximum impact (= propaganda value, to Peking).  Thus I
think Stanford had reason to consider his dismissal as a *scholar.*  Mosher's
actions may well have fallen within the ethical bounds of investigative
journalism, but he wasn't at Stanford to be an investigative journalist.
