Enough people have asked me for more information on TM 13 to make this
worth posting to the net. (For those of you who asked, TM stands for
Technical Memorandum. Similar but not the same as TR, a Technical Report.)
The last address I have for Rutgers (which I suspect hasn't moved in 3
years) is:

You might as well ask them for a brouchure on the dept and a list of recent
papers as long as you're going to all this trouble.
But before you do this, you should check your local CS library. Most
departments trade papers with each other. I wouldn't be surprised if your
department already has all papers of Rutgers and many other schools. (Well,
they should!)
