During the formation of the Association for Holistic Health, we had many discussions concerning this. Those in attendance were highly-recognized professionals (doctors, philosophers, writers, ministers of varied faiths, etc.). I tend to agree with the ancient Chinese method of the populace paying a pittance as long as they were well, and cutting off payment as soon as they fell ill. The doctors are then very well paid, no one goes broke from an illness, but there is the problem of faked illness. There is a good reason for the doctors to keep their flock healthy - 1) more pay, 2) less expense. The 'pittance' is akin to a hospital group plan, and can be increased for further research, or (heavens!) decreased if the health of the subscribers is sustained.
