If you want to make a frame-by-frame movie on VCR, the cheapest way is to make a real movie on Super-* film then have it transferred to videotape by someone like Fotomat.

Recording on Super 8 film and then getting it transferred to videotape will definitely work, but quality is likely to be awful. At Waterloo, we tried to do some animation on 16mm film. It clearly showed the motion, but was pretty grainy because of the high-speed film we had to use. The final version (that was seen at SIGGRAPH) was done directly from large frame store onto videotape and was MUCH better. (However, we'll never be able to afford the equipment that was used to do this.)
