            International NAPLPS Cartoon Contest


     The   first  annual   Victoria  International   CARTOON
FESTIVAL,  to be  held April  5th, 6th and  7th 1985  at the
Empress Hotel*,  Victoria, B.C. is a  unique opportunity for
cartoonists  (both professional and  amateur) to  have their
work adjudicated and  exhibited.   The competition will be a
highlight  of  a   weekend  of  activities  and  exhibitions
featuring comics, cartoons and animated films.


                          R U L E S

Who may enter:

     Anyone who is or would like to be a cartoonist.

Technical Requirements

     The  cartoon must  be capable of  being displayed  on a
standard NAPLPS decoder.  Cartoons may be prepared using any
page creation system and  may fall into any of the following
categories:

                    Comic Strip
                    Editorial Cartoon
                    Caricature
                    Single Panel Gag
                    Commercial Illustration
                    Animated or Semi-Animated Sequence

     However, no  matter which category is  chosen it should
be possible  to view the  entire sequence in  less than five
minutes.    Single  pages of  unspecified  duration are,  of
course, welcome.    Entries may be the  result of individual
or collaborative work and  anyone may enter as many times as
they wish.

1.   If  possible entries should  be sent  electronically to

and every  effort will be  made to transfer  the contents of
the disk to  the display computer.   Entrants mailing floppy
disks should  enclose their name, address,  phone number and
details of the computer on which the disk was made.

2.   Winning entries become the property of Big Brothers and
     Big Sisters (the Festival Organizers) and GVMRA (a Vic-
     toria non-profit  society which is  sponsoring the con-
     test)  and may  be published  by them  for fund-raising
     purposes.

3.   By  entering,  you are  agreeing  to  allow your  name,
     photograph and  entry to  be published by  Big Brothers
     and Big Sisters for publicity purposes.

Prizes

     Details  of  the prizes  have  still  to be  finalized.
However, it is anticipated that the first prize will be $500
(five hundred dollars).

Deadline

     Entries must be  received by Monday, 25th March if sent
on  a  floppy  disk,  or  by  Monday  31st  March,  if  sent
electronically.
