[net.graphics] x3.64 vs x3.110

I am building an MC68000-based terminal, and would like to implement
both a standard ASCII terminal (X3.64), and a graphics terminal
(NAPLPS, X3.110). Does anyone know how to do this?

The problem is that these standards conflict in their usage of
several control-codes and escape-sequences. X3.110 mentions an
escape-sequence to select X3.110 mode, but the important
character-value is MISSING (to be assigned by ISO). Does anyone
know what it is? Is there a similar sequence to select X3.64 mode?

A related question: What is the best way to implement device-
specific operations (e.g. program downloads)? In X3.110, lower-level
protocol layers (e.g. the session layer) could handle this. Also, there
are several control characters which are reserved for device-specific 
actions - they could be used as introducers. Which is preferable?
