[net.graphics] GKS and graphcap in PD?

In the paper "GKS for Imaging, SIGGRAPH'84" Cliff Stoll, on pg 273
writes.

	"NCAR, the National Center for Atmospheric Research, is
	developing a noninteractive  GKS system which will be in
	the public domain [1]. One attractive feature of this 
	system is the concept of GRAPHCAP -- a single, programmable
	device driver which is configured to a particular device
	at run-time.

I'm interested to know more about this GKS implementation.
Is this graphcap compatible with Greg Millars or did we have
more than one graphcap?
