The default mode for character sizing is indeed size relative ("SR") - if you want character size to remain unaltered by changes in P1 and P2, set it with the size absolute ("SI") instruction. The rationale on the carriage-return point is to maintain it between pieces of a single string, so that attributes such as slant or character set can change. There is no explicit way to indicate what you, the user, consider to be "one string", so the plotter code makes the decision to reset the carriage return point when anything "major" happens that indicates a new picture is being constructed. Changing P1 and P2 is considered such a "major" change. The intended use of P1 and P2 is as a viewport for the mapping of the window specified by the scale ("SC") instruction, so it is reasonable to expect that any labels generated are unrelated to labels in previous viewports. You might want to review how you are using P1 and P2 and see if there is a different way to accomplish the task.
