CCA EMACS now supports system-wide initialization files. If the files emacs_init and emacs_vars exist in /usr/lib/emacs (or whatever the library directory is on your system), then they are read in and used by EMACS before the corresponding .emacs_init and .emacs_vars files in the user's home directory.
