[net.emacs] How does save-window-excursion really work?

Why is it that when I do a save-window-excursion, with two windows on
the screen, when I come back the positions of the two windows are
sometimes reversed?  Is there some way to make sure they stay where
they were?  If you have emacs-rnews, you can see this by doing a
rnews-reply and aborting.

There are two reasons for wanting to do this.  One is to avoid the
expense of redrawing one window in the other half of the screen.  The
other is just aesthetics.
