[net.emacs] Z29 termcap for Emacs?

I need a Z29 termcap entry that contains sufficient padding to avoid
overrun (and the resultant ^S/^Q generation) when used with Unipress
Emacs at 9600 baud.  I tried using a Z19 entry that has appropriate
padding for Emacs to no avail.
