[net.emacs] readonly files and root

If you use SCCS (or RCS) it is helpful if the editor honors the
readonly status of files even if you are root.  This is the primary
way SCCS protects files that aren't supposed to be edited (because you
need to do a "get -e" on it, or with RCS because they haven't been
"checked out").  Would it be hard to fix gnu emacs so that it would
work like that?
