[net.emacs] Insert character

How does emacs (Gosling) handle insertion of text?  It doesn't seem
to take advantage of my terminal's ability to do character-insert,
instead insisting on "repainting" the entire line from the cursor to
EOL, which takes bloody forever at 1200 baud.  Since text-insert mode
is sort of the default condition with emacs, I'd think it would be
able to handle this.  I haven't been able to get it to believe my
TERMCAP that my terminal has character insert, though.

Any ideas?
