[can.general] Tax Reform legislation tabled in Parliament

Wonder of wonders, just over a year after the June 18, 1987
Tax Reform white paper, we have Bill C-139 tabled in the
House of Commons on June 30, 1988.  With any luck it'll get
passed during the summer (Parliament will be sitting through
the summer due to all the pending legislation.)

If for any reason the tax reform bill doesn't get passed, there
will be an awful mess.  Revenue Canada's deadline for sending
forms to printing comes up in a few weeks.  And we're all living
under a tax regime that hasn't yet been enacted.

In its latest incarnation, Tax Reform takes up 186 pages of
fine print of legislation, plus about 350 pages of explanatory
notes.  All of the various tax announcements of the past year
have been picked up with this bill, including the child-care
tax changes announced in December and the changes in the
February 1988 budget.  Clearly, the MP's can't possibly
understand most of it, so they might as well pass it as is :-)
