Well if one is going to approach Canadian culture from the aspect
of "who uses it, pays for it" monetarism, then why not re-organize
CBC along the lines of PBS, and individual stations have to raise
money from the viewers who watch.

If you feel you should not pay for CBC television (presumably you are only
referring to the English language service) then surely you must also object to
la television de Radio Canada being provided in areas where the number of
French speaking viewers tends to zero (similarly for CBC in purely Francophone
districts).

I think an earlier correspondent has already made the point that if 
Canadians by and large don't watch it (or participate in it, or...)
then it isn't Canadian culture.  This is not a matter of "monetarism", but
the point of view of "who uses it, pays for it" does have the beneficial 
effect of allowing Canadians to decide for themselves what Canadian culture is
rather than having the CBC or any other small group of people make the  decision.
