You can get Publication 17 from the IRS in several ways:
1.  You can pick it up (or order it) at any IRS office.
2.  You can order it by mail from the IRS using the blank in the back of your
    1983 tax form package  
3.  You can call the IRSs 800 number to order it (but be prepared to wait for
    it).
