I imagine this won't make much difference to people in open war with the IRS
put note then one important difference between citizen's arrest and arrest
by a peace officer is a higher standard for civil liability for false arrest.
A peace officer is given considerably more lattitude in what is a legitimate
arrest (he doesn't have to be totally sure, just prudent).  A citizen has to
be pretty sure, and need to act because peace officers can't be expected to
do it (as--the purse snatcher's running away NOW, no cop in sight).
What this means if that if you eventually lose against the IRS, all the
agents you've "harrassed" will be able to sue you for false arrest.
