[net.taxes] Is this for real???

Unfortunately I didn't see the article myself, but someone told me
the other day that they saw a newspaper article wherein some
self-styled "tax revolt" organization was proposing that the IRS
could be effectively done away with by fouling up their system with
spurious data; i.e. if a reasonable percentage of the taxpaying public
were to file a completely bogus return, listing nonexistent person,
fictitious address, SSN, etc. etc. the IRS's computers would get such
a case of catarrh they would ooze to a halt.  Reportedly this organization
claimed to be publishing a pamphlet giving detailed instructions on how
to use a common telephone directory as a "random information generator"
for use in filling out bogus returns.  Has anybody else heard about
this?

Me, I'm convinced that the IRS will be with us until the 16th amendment
gets repealed... but...
