[to.utzoo] Mods to uucp.

I have installed the subdirectory mods from duke on our system.
These changes should not affect any site we talk to, but if you have problems
please let me know.  I can also pass along the mods if you want.
I hope these changes will reduce the problems caused by the volume of 
articles.
