Not public domain, but how about $50 for a pretty complete C-Shell?
David Beckmayer sells Micro C-Shell for the 520ST, and, though I haven't
received my copy yet, Art Leyenberger of Analog Magazine claims it's great.
The $50 version comes with various development tools, and I think there's
a $25 version which is just the shell itself.

He has also mentioned on CompuServe that he has a *multitasking* kernel
for the ST called Micro-RTX, and will send the specifications to those
interested.  Not sure if he's shipping it yet.  This kernel is for 
development on the ST only, and is not designed as a general multitasking
environment.

There is an MS-DOS-type shell available that allows the normal MS-DOS
commands: DIR, COPY, ...  It seems to be a complete COMMAND interpreter.
I'm not sure of the price, but is available from MichTron in Pontiac,
Michigan.

I have used the Micro C-shell and have found some fairly serious
limitations.  For example, only one device (disk drive) could have a
path pointing to a subdirectory; all the rest are forced back to the
root directory.  (This was a couple months ago, maybe it has been

i just downloaded a demo (that dave uploaded) of Micro_RTX, if
there is enough interest i will post it and the accompaning
documentation. In the meantime if you send me email i will be glad
to send you a copy (uuencode'd).
