In recent months we've seen an explosion of newsgroups, apparently fuelled
(at least in part) by an attitude of "if it sounds good, let's do it!".  In
many cases, newsgroups that were created in a burst of enthusiasm have
remained dormant since the initial set of submissions.  While I have nothing
against the creation of groups that are *genuinely* needed (i.e.  their
contents don't fit into any other group), I think it's important that we
establish that 

	(a) the group DOES, in fact, deal with areas not already covered
	    in other groups, and 

	(b) that the group is expected to have a long life (short discussions
	    that do not fall neatly into any group should go to net.misc).

(At least one reason for this is that I don't want my .newsrc file, not to
mention system news directories, grow without bound!).  

In this case, I am not convinced that net.abby would cover areas not already
covered under net.social. I, therefore, vote against.
