The following seems like a likely scenario to me: In a couple of years the USFL will be ready to go under. They will merge with the NFL (sort of). Two teams will be added to the NFL-- the Baltimore Stars and the Oakland Invaders. The rest of the players in the USFL will be picked up by various clubs. This makes sense because the USFL will retain some pride due to the NFL picking up two of its clubs. Baltimore and Oakland have by far been the strongest franchises based on performance. Baltimore and Oakland will be happy as cities because they will both get NFL franchises. I willing to wager both the teams would draw well as NFL teams. The NFL would then have six five-team divisions which seems to make a lot of sense. Oakland could join the NFC west and Baltimore the AFC east. Indianapolis could then be moved to the AFC central.
