An unmentioned possibility in all this is that people who are
potential assassins -- and it is this group that they are ostensibly
monitoring -- can be steered away from one target and TOWARD another.
Something like this happened in the case of the man who shot George
Wallace -- he was looking for "bigger game", but circumstances frustrated
him.
But what if the frustration were more than circumstantial?
