I am interested in designing a world government that would encourage alternate governments under it. I picture a simple design (the implementation will be intricate, but I may be nuclear rubble before I get a chance to work on it). A major premise behind my vision is each participating country would not prevent emmigration in any way between other participating countries Immigration could be limited in any way the governing body of a particular country wishes. It would be hard to have one country imprisoning people for victimless crimes if another country would be happy to allow the ``criminals'' to imigrate w/o completing their sentance. Hopefully there would be no countries that would relish importing murderers, but if there were, and everyone in the country had the option to leave, there would be a place for the hardened criminals to kill each other in peace. I hope that teaser will get people conversing about the concept of a Meta-government that will encourage evolution in governments. I believe that a country will prosper in direct proportion to the support of individual rights. I too have considered a world rule allowing unrestricted emmigration. But I keep stumbling over the problem of a nation that sends out killers and then allows a killers return after another murder. (That is, what is to prevent exporting soldiers?) We'd have to work much harder on preventing entry of undesirable people. Perhaps illegal entry would be the only crime which is not forgiven by emmigration.... Comments? Randy Bentson csu-cs!bentson Colo State U - Comp Sci
