James Watt is a topic suggested by Dave Holt. Two questions: (1) Who appointed Watt? (2) If Watt weren't serving, do you think Morris Udall would be? The point being, if Watt didn't exist, Ronald Reagan would have to invent him. Watt's not the target; Reagan is.
