But give them (the Russians) a hundred years to emerge from 
the depotism of centuries and maybe they will be (good guys)
as well. 

Martin, that is the very thinking our government has entertained 
for the last 20 years.  In 1963 the US clearly dominated (contained) 
the Soviet Union with our conventional and especially nuclear weapons arsenal.
We allowed the Soviet Union to gain general parity across the board 
and even pass us in some areas, because we felt they had their aggressive,
barbaric nature would somehow be stilled when they realized that the 
world was not interested in invading their homeland, as has happened so 
many times in the past.

Well 20 years have passed and we have negotiated ourselves into 
increasing strategic vulnerability, both here and in Europe.  The 
Russians still like killing their neighbors and the world has become
a more dangerous place to live.  In short, they have not learned to 
join humanity in peaceful co-existence, but rather that aggression 
pays off.  And millions of lives have been lost while they have been 
in class.  If any prize could be given to any one nation for being 
responsible for the largest number of deaths, the Russian Government 
would receive it.

THE WORLD DOES NOT HAVE 100 YEARS TO GIVE THE RUSSIANS.
