very common on the net when he writes:

Surprise! The Soviet Government, consistent with its very character,
already does this, has always done it, and will always do it. I doubt
very much they would understand us if we didn't behave in the same
way, though of course our reasons for expanding the stockpile is
to maintain a more visceral understanding. They are brutes, and
should be treated as such.

Sorry Scott, you lie (again) to try to further your position. Even Henry the K. says there has only been one marginal SALT violation and that the soviets corrected it when it was brought to their atten- tion. (another one from plunkett-person) ============ Plunkett isn't the only one on the net who disbelieves the humanity of the Russians.The plunkett-people of the net seem to like to use "naive" to describe people who think Russians are human. But suppose for a moment that they are "brutes". How then should we treat them? With caution and with kindness, surely. Wild brutes need to be tamed, dumb brutes to be trained. We don't accomplish that by refusing to deal with the brutes, or by obviously shying away from every sign wishes for improvement in relations. We try to avoid being eaten while we work to persuade them to stop wanting to eat us. If they don't change, we still have to keep on trying. Even Russian bears can be tamed. One thing we can't do is to make them go away.
